The Digital Self-Assessment Tool for Social Public Procurement (SPP) Readiness has been developed as part of the Deal4Good initiative to support Social Procurement Experts (SPEs) in evaluating the readiness of Social Enterprises (SEs) and Small and Medium-sized Enterprises (SMEs) to participate successfully in Social Public Procurement (SPP).
Social Public Procurement offers significant opportunities for organizations to create positive social impact through public contracts. However, competing for public tenders requires more than a strong social mission. Organizations must also demonstrate commercial capability, understand procurement legislation, prepare high-quality bids, manage contracts effectively, and measure the social value they create.
The assessment provides a structured and evidence-based framework that helps identify organizational strengths, capability gaps, and areas for development. The results enable SPEs to tailor guidance and capacity-building activities, while helping enterprises understand their current level of preparedness and prioritize improvements.
The assessment evaluates readiness across five core dimensions:
- Organizational Capacity & Commercial Viability – Assesses the organization’s internal capabilities, governance, operational capacity, financial sustainability, and ability to balance commercial objectives with its social mission.
- Legal, Regulatory & Compliance Knowledge – Evaluates understanding of public procurement regulations, compliance requirements, procurement procedures, and the integration of social criteria within tender processes.
- Bid Preparation & Contract Management – Measures the organization’s ability to identify opportunities, prepare competitive tender submissions, manage awarded contracts, and deliver contractual commitments successfully.
- Social Impact Assessment & Monitoring – Examines the capacity to define, measure, monitor, and communicate social outcomes and demonstrate the value created through procurement activities.
- Networking & Collaborative Partnerships – Assesses readiness to engage with public buyers, build strategic partnerships, participate in collaborative bidding, and strengthen procurement networks.
By completing this assessment, experts and enterprises will get valuable insights to improve their training, collaborate effectively, and succeed in securing public contracts for sustainable social impact.
