Article #5: Module 4: Bid Preparation and Presentation

Public procurement represents a significant opportunity for organisations across Europe, yet many social enterprises and SMEs face challenges in accessing it due to the complexity of procedures and requirements. To address this gap, the Deal4Good project has developed a new training module titled “Bid Preparation and Presentation.”

The module is designed as a practical learning resource that guides participants through the full tendering process—from understanding and analysing tender documentation to preparing and submitting a competitive bid. By combining essential theoretical knowledge with hands-on guidance and real-life case studies, it enables organisations to build the confidence and skills needed to participate effectively in public procurement.

One of the key challenges identified within the sector is that many organisations capable of delivering high social value often lack the practical expertise required to navigate procurement procedures successfully. The module responds directly to this need by offering clear, step-by-step support on requirements, processes, and evaluation criteria, helping participants approach tenders in a more structured and strategic way.

The “Bid Preparation and Presentation” module is part of a comprehensive training programme developed within the Deal4Good project, which includes a series of interconnected modules covering key aspects of social public procurement and the social economy. These range from introductory concepts and legislative frameworks to contract management, partnerships, social impact assessment, and advocacy, providing learners with a holistic understanding of the field.

Developed under the project “Enhancing VET for social impact: putting social public procurement into practice,” the module contributes to strengthening vocational education and training (VET) by equipping learners with practical, job-relevant skills.

The training is tailored to a diverse target audience, including social enterprises, small and medium-sized enterprises (SMEs), VET learners, trainers, and professionals involved in procurement. It is suitable both for organisations with limited prior experience and for those seeking to enhance their performance in tendering processes.

Upon completion of the module, participants will be able to interpret tender documentation, identify key requirements, prepare administrative and technical components of a bid, and develop clear and competitive proposals. Importantly, they will also gain the ability to incorporate social value into their offers, aligning with the growing emphasis on socially responsible public procurement across Europe.

The Deal4Good project is co-funded by the European Union under the Erasmus+ programme (KA220-VET), supporting innovation and skills development in vocational education and training.

Through this initiative, Deal4Good continues to empower organisations to access public procurement opportunities and to strengthen the role of the social economy in public spending.
